- The management and administration of the finances of the University.
- Ensure that proper books of accounts and records of assets and liabilities of the University are kept in such manner and form as the Council may require.
- Prepare for the consideration of Council, such statement of accounts and estimates as Council may determine.
- Prepare Business Plan and Budget for the University.
- Ensure the completeness, accuracy, and reliability of financial records and information needed for decision-making.
- Promote fund mobilization, raise finance for the GBUC at a minimum cost of capital, and ensure prudent investment of surplus funds per the investment policy of the University.
- Ensure efficient management of financial risk.
- Offer assistance to both Internal and External Auditors in the discharge of their duties.
- Supervise, coordinate, and review the work of personnel in charge of accounts, budgets, revenue generation and spending; and elimination of waste in the system.
- Direct and participate in the preparation of operating and capital budgets at the Central Administration level; and provide technical assistance in budgeting and budget analysis at School and Departmental levels.
- Initiate and supervise the installation of new and improved financial systems and procedures.
- Maintain close liaison with both public and private financial agencies and keep abreast with economic conditions affecting the University.
- Receive all subventions, assets, and revenues payable to the University; and maintain prudent custody and disposition of all GBUC funds and assets.
- Maintain proper records about income and expenditure, assets and liabilities, and submission of quarterly reports to the President of the University.
- Effectively manage all Finance Staff and liaise with the Registrar to conduct performance management and job enrichment for the efficient deployment of human capital.
- A first degree in Accounting/Finance
- M.Phil./MBA/M.A., in Accounting or Finance or its equivalent
- Be a member of a recognized professional accounting body such as:
O Association of Chartered Certified Accountants (ACCA)
O Chartered Institute of Management Accountants (CIMA)
O Certified Public Accountants (CPA)
- In addition, the applicant must have served as Deputy Finance Officer /Internal Auditor or Principal Accountant / Internal Auditor or equivalent grade in an analogous institution for a minimum of ten (10) years.
- Should have excellent knowledge and experience in the use of Accounting and Auditing methodologies and tools such as the International Financial Reporting Standards (IFRS), Accounting and Auditing Standards, and related regulations
- Excellent knowledge of building complex financial models to evaluate various financial plans and projects with technical knowledge and experience in cash forecasts and analysis.
- Curriculum Vitae, including the addresses of three (3) referees who can attest to the qualities being sought.
- A short statement of not more than four pages outlining their vision for the role and strategies for implementation in accordance with Ghana Baptist University College's Vision and Mission Statements, during his/her tenure as Registrar.
