- Provide overall strategic direction for supply chain systems support, including strengthening core supply chain functions, improving data visibility and reporting, and enhancing accountability across all levels of the system.
- Lead GHSC?PSM's technical support to the Ministry of Health (MOH), Ghana Health Service (GHS), and related institutions to ensure health products are available where and when needed.
- Oversee and guide implementation of the Supply Chain Master Plan (SCMP) and other national supply chain policy initiatives and priorities of MOH and GHS.
- Serve as the primary liaison with the Ministry of Health's Procurement and Supply Chain Directorate and the Ghana Health Service's Supplies, Stores and Drug Management Division (SSDM) to support the implementation of national and subnational procurement and supply chain coordination platforms, strengthening supply chain governance across all levels.
- Ensure routine and high?quality data analytics for HIV, malaria, TB, and nutrition commodity management at national and subnational levels to guide supply chain decision?making.
- Drive innovations to improve logistics management information system reporting, data quality, and overall visibility of stock status nationwide.
- Assess existing supply chain systems and recommend feasible, evidence?based improvements.
- Directly supervise, Chemonics International staff embedded within the Logistics Management Unit (LMU) of SSDM, HIV Program Officers across the three PEPFAR-supported regions, Logistics Support Officers across the six teaching hospitals.
- Ensure high performance, timely delivery of outputs, and continuous capacity development of supervised staff.
- Oversee the design and implementation of technical assistance (support) and capacity?building programs at central, regional, and district levels.
- Lead the development and rollout of standard operating procedures, technical manuals, and guidelines for supply chain system strengthening.
- Strengthen MOH/GHS capacity in pharmaceutical management, electronic information systems, quality assurance, and supply chain governance.
- Represent GHSC?PSM in technical meetings, working groups, and coordination fora as requested by the Country Director or Technical Director.
- Build effective relationships with government counterparts and development partners to advance shared supply chain objectives.
- Contribute to preparation of annual work plans, quarterly and annual reports, technical reports, and knowledge?sharing products.
- Document lessons learned from systems strengthening activities and integrate learning into ongoing program adaptation.
- Ensure high?quality communication and documentation of project results.
- Perform additional duties as assigned by project leadership.
- Master's degree in health systems, pharmacy, public health, supply chain, or a related field required; an advanced degree preferred. (A pharmacy degree is an advantage but not required)
- Strong background in data management and analytics; ability to use data visualization and analytic tools preferred.
- Minimum 10 years' experience in supply chain systems strengthening or support, ideally within donor?funded or development partner programs.
- Proven experience designing, managing, and implementing supply chain or systems strengthening activities in low?resource settings.
- Demonstrated ability to manage complex U.S. Government or donor?funded public health programs.
- Strong stakeholder engagement skills, with proven experience working effectively with government counterparts at national and regional levels.
- Demonstrated experience supervising teams and delivering high?quality, timely outputs.
- Excellent interpersonal, communication, and cross?cultural collaboration skills.
- Proven leadership, integrity, and ability to navigate complex technical and political environments.
- Fluency in English required.
