- The Chief Science and Technology Analyst will be responsible for providing independent, impartial and in-depth analysis of public policy issues related to science, technology and innovation to enhance legislative deliberations of Parliament
- Conduct environmental scanning to anticipate changes in science and technology that are likely to impact public policy, legislations and the work of Parliament
- Analyse and publish briefing notes and reports on likely policy implications of current and emerging issues relating to environment, science, technology and innovations
- Support committees of Parliament and the house with advice, oral briefings, data analysis, background papers or follow-up research on matters relating to science and technology
- Inform the house on public dialogue activities in environment, science and technology
- Organise discussions and public lectures to stimulate debate on a wide range of topical issues relating to environment, science and technology
- Lead the process of developing and implementing the departments strategic plan to be factored into the strategic plan of the institution
- Perform any other duties assigned by the Clerk to Parliament
- A Research Master's Degree preferably a Master of Philosophy/PhD in Biological Science, Physical Science, Engineering, Computer science, environmental science / Engineering, energy technology or any relevant science discipline from a recognised university with a minimum of 6 years of relevant post qualification experience on a grade analogous to the post of a Director in a public service institution
- Must have authored several policy and research papers of international repute in science and technology for governments and international organisations
