- Develop, monitor or implement appropriate procurement policies and strategies based on organisational guidelines, professional principles and precedent as basis for management of control of acquisition of goods, works and services
- Develop, monitor or implement appropriate procedures relating to requisitioning, ordering, expediting, receiving, inspecting, storing, distribution and payment of goods, works and services and those relating to disposal of unserviceable, obsolete equipment or surplus stores
- Employ efficient and effective purchasing practices within acceptable time frames in conformity with the corporate strategic goals of the organisation
- Employ appropriate effective effective electronic systems to reduce routine clerical activities and make timely and efficient decisions
- Identify and recommend appropriate training for procurement staff to be abreast of contemporary best practices
- Ensure the effective operational management of the authority's transport system
- Ensure that the policies and procedures related to the purchase and leasing of vehicles and vehicular equipment are adhered to
- Ensure the vehicle maintenance agreements are adhered to
- Plan and ensure timely provision of vehicle consumables and accessories / fittings
- Route planning and scheduling of staff welfare bus as well as the Disposal of over-aged vehicles
- Ensure that the clean and maintenance policy agenda of corporate vehicles are adhered to at all times
- Prepare preventive plans and schedule the maintenance activities of vehicles and equipment
- Investigate breakdown of machinery and suggest possible remedial measures
- Ensure that transport staff are trained regularly to ensure adherence to traffic rules and safety regulations
- Possess a Master's Degree preferably in Business Administration, Finance, Commerce, Law, Economics, Engineering or any other field
- Possess at least 10 years proven experience in procurement and logistics
- Must possess a professional qualification in procurement and supply or logistics such as MGIPS, MCIPS and MCILT etc
- Have good knowledge of the public procurement act 2003 (Act 663) as amended in Act 2016 (Act914)
- Have detailed understanding of the principles and concepts of procurement and contract management
- Have excellent knowledge in contract administration and inventory control systems
- Have excellent interpersonal and communication skills
- Be a computer-literate and have knowledge in Microsoft Office applications
