- Provides overall leadership, technical oversight, quality control, management, and thought leadership to the program
- Oversees program implementation; collaborates with USAID, national and regional government actors, and stakeholders - including program partners, public and private sector organizations, service providers, and beneficiaries - to address program objectives
- Supports and supervises staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of this program
- Coordinates with Chemonics-Washington and USAID counterparts to ensure program compliance with USAID regulations and requirements
- Fosters and maintains excellent and effective relationships with USAID and other donors, government officials, and other entities mentioned above
- Ensures quality control and overall responsiveness of technical assistance; leads the program through programmatic shifts
- Makes key decisions and solves problems in short timeframes while ensuring operational and programmatic integrity
- Provides overall leadership management, general technical direction, and an integrated vision among diverse stakeholders
- Produces effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program's success in meeting deliverables
- Master's degree in international development, peacebuilding, conflict mitigation or management, sustainability, public administration, or a closely related field
- Minimum of 15 years of experience managing complex, challenging, donor-funded programs in developing and/or fragile and conflict-affected countries
- At least five years of experience working in sub-Saharan African countries experiencing conflict, instability, or democratic backsliding; experience in francophone West Africa/Sahel region is preferred
- Minimum of seven years of supervisory experience, including of dispersed, multi-cultural teams
- Experience overseeing grants programs, especially small and in-kind grants
- Proven experience making sound safety and security leadership decisions in a fluid environment and prioritizing staff and partner well-being
- Previous experience managing USAID programs, particularly flexible, buy-in programs from multiple missions
- Experience and knowledge in establishing systems and overseeing program startups under time constraints is highly preferred
- Demonstrated expertise in countering and preventing violent extremism or community resilience and social cohesion
- Political acumen to consider and incorporate U.S. foreign policy priorities into all program activities in multiple, different country contexts with varied stakeholders, simultaneously
- Fluency in English and French is required; proficiency in regional languages, including Arabic, is desirable but not required
