- Provide technical and analytical support in the areas of health financing and governance, cost and cost-effectiveness analysis, resource mobilization, innovative financing mechanisms, and strategic purchasing.
- Manage specific projects from start to finish, including project design, execution, and delivery.
- Provide briefings and recommendations to managers and decision-makers.
- Develop and deliver a range of materials to various internal and external audiences to share analytical findings, recommendations, and to inform key policy decisions.
- Support LMH’s country and global policy and advocacy efforts, including the generation and packaging of evidence.
- Cost and cost-effectiveness analyses of community health services and programs, including developing costing projections and estimations using standard costing tools.
- Resource mobilization, including tracking funding opportunities and developing inputs and analyses in calls for proposals.
- Resource mapping and tracking, including identifying and developing tools and processes for improved resource mobilization, allocation, and management.
- Analysis of strategic purchasing and payment mechanisms for primary healthcare services.
- In collaboration with the Director, Health Financing, represent LMH with external stakeholders, share lessons, and help the organization build new partnerships for impact.
- Support HF practice in relation to new initiatives and work streams as needed.
- Manage synthesis of policy and programmatic information into accessible knowledge products (e.g., policy briefs, investment cases, costing summaries, etc)
- Mission-driven mindset with a strong commitment to health and social justice.
- Bachelor of Arts/Bachelor of Science in economics, public health, international development, political science, or a related field.
- Relevant graduate-level training in economics, health financing, health policy, public affairs, international development, or public health is an asset.
- Demonstrated professional experience in health economics, health financing, public policy, or public health, particularly in collaboration with government counterparts or policymakers.
- Strong technical background in health systems strengthening, including governance, health financing, and health policy.
- Experience and knowledge of core health financing tools and approaches (e.g., costing and cost-effectiveness analysis, resource mobilization, strategic purchasing, national health accounts, resource mapping).
- Experience advising governments or partners in a technical capacity, including preparing research or communications materials for policy audiences.
- Fluency in English with excellent communication and interpersonal skills; ability to work effectively with diverse stakeholders in multidisciplinary settings.
- Intermediate or advanced proficiency with standard office applications, and strong skills in data management and analysis tools.
- Proven project management and time management skills, with the ability to multitask in a fast-paced environment.
- Demonstrated expertise in designing and implementing innovative health financing strategies in low- and middle-income countries, including experience with domestic resource mobilization, pooling mechanisms, and strategic purchasing.
- Strong analytical skills, with a track record of applying health economics, costing methodologies (e.g., one-health tool, LiST), and financial modeling to inform policy, investment cases, and program design.
- Deep understanding of health system architecture, public financial management (PFM) processes, and how to leverage them for more efficient and equitable resource allocation.
- Proven ability to engage and influence high-level stakeholders across government, donors, and implementing partners, with strong political economy awareness and an understanding of fiscal space analysis.
- Exceptional communication skills, with the ability to translate complex technical content into actionable policy advice for diverse audiences.
