Job Vacancy For Consultant, Supply Chain Institution BuildingPrincipal Duties and Responsibilities (Essential Functions)The Consultant (s) collaborating with the USAID GHSC-PSM, MoH, and GHS will:
  • Conduct a mapping exercise of the respective roles, responsibilities, and authorities of each central-level supply chain entity and come out with clearly defined roles for all supply chain entities/positions.
  • Develop an authorities' matrix to provide coordinated leadership across the MOH and its agencies.
  • Provide guidance on how regional-level supply chain actors fit into the central-level supply chain reporting architecture.
  • Design Key Performance Indicators (KPI) for central-level SC actors based on the agreed roles and responsibilities from stakeholders' consultations and engagements.
  • Schedules Of Deliverable(s)/Outputs
  • The broad deliverables for the consultancy are provided below:
  • Mapping exercise of central level supply chain roles and responsibilities and authorities conducted and documented.
  • Authorities' matrix developed showing relationships and reporting structure for all central and regional level supply chain actors.
  • KPIs developed for all central-level supply chain actors based on roles and responsibilities.
  • A detailed schedule of deliverables/outputs will be determined during the negotiation period.
Qualification Required & ExperienceRequired Skills and QualificationsThe Consultant should hold the following qualifications to be eligible for this assignment:
  • A recognized university degree in Human Resource Management, Supply Chain, Public Health, Business Administration, Conflict Resolution, Project Management, Institution Building, Anthropology or related social science program (at a minimum master's level). Previous experience supporting organizations to clarify, define and align roles and responsibilities is an advantage.
  • Deep understanding of Ghana's public health supply chain value chain and key supply chain actors in the sector.
  • Strong critical thinking skills; ability to synthesize and interpret complex issues and to create integrated solutions and recommendations.
  • Must be conversant with Ghana's employment and labour laws.
  • A demonstrated high professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • Strong interpersonal and communication skills.
  • High proficiency in written and spoken English.
